    US #J104 17c Postage Due Plate Block
    Mint F-VF Never Hinged.
    Issued in 1985, this scarce plate block is in post office fresh condition.
    It has "dull gum" as do all #J104 stamps.
    (Dull gum is simply a flat gum instead of glossy. It was used as
    an experiment by the Postal Service to try to keep sheets of stamps
    from curling or sticking together in humid weather. Many issues of
    this era were issued only with dry gum. A prime example is the
    Birds & Flowers sheets of 1982)
